The Buffalo Democrat, a frequent critic of the , whicnh oversees the plant, has asked the state to turn over 36 percentt of net revenue for economic developmenty and tourism effortsin Erie, Niagara, Chautauqua and Orleans counties. That wouls amount to some $65 million per year, Higginsz said, and could create 14,000 jobs in five yearw time.
